Water scarcity at Limeking

DAPORIJO, July 15: Water supply at Limeking town has been disrupted since June 30 after a massive landslide damaged the main water tank at Limeking.
Disruption in water supply is compelling villagers to walk more than two kilometers to fetch water from stream in jungle while some are using rainwater for domestic use putting their health at risk.
Although the department concerned has been informed of the situation but no step has been take yet to repair the damaged water tank, lamented the Limeking ASM. He urged the department concerned to restore water supply by repairing the damaged tank immediately.

5 BDFM operatives arrested
Aizawl, July 15: Special Branch officers of the Mizoram Police arrested five members of the Bru Democratic Front of Mizoram (BDFM), the police said today.
The Police said the group led by Thlamuana alias Petoram (36) and other four members including Flower alias Endo Msha (22) were arrested from Silchar in Assam's Cachar district on Saturday night and were remanded to judicial custody today.
All the arrested persons were from the Bru relief camps in North Tripura district, mainly the Naisingpara relief camp and were operating from there, the police said.
Thlamuana and Flower were involved in the abduction of Deep Mondal and two Mizo drivers on November 23 last, the police said adding Mondal, a resident of West Bengal was released after being in captivity in Bangladesh for 120 days.
The five arrested BDFM members, working under a commander of the NLFT, were booked under relevant sections of the IPC and the Arms Act, the police added.

APTWA opposed to new rule set for stipend
ITANAGAR, July 15: The Arunachal Pradesh Teacher Welfare Association (APTWA) is opposed to the new rules set for the release of student’s stipend.
In its memorandum submitted to the education minister expressing its disapproval, while citing the new rule which has ordered opening of separate passbook for each students for disbursement of stipends and uploading of the same in the website, it reasoned that many school are located in the remotest part of the state where there are no facilities like electricity, banking, internet and photo studio.
Its other demands are removal of continuous & comprehensive evaluation (CCE) and immediate release of fund under RTE.

ITANAGAR, July 15: Newly appointed Arunachal Pradesh Congress Committee (APCC) President Padi Richo today vowed to strengthen the party at grass root level in the state.
Addressing the press persons at Rajiv Gandhi Bhawan here this evening, Richo declared that he will work from booth level. “The programmes and policies initiated by UPA I and II will have to be properly communicated to the public. We lost national election as we failed to have proper interaction with public. We will not let this happen in Arunachal,” stated Richo.
He also informed that before returning to home, he meet Assam Pradesh Congress Committee president at Guwahati and spoke in details about need to develop better relation between two states. “As both the neighbouring states are ruled by Congress, we spoke of improving coordination. Boundary problem was also discussed. Am hopeful that relation between two states will continue to grow,” said Richo.

ANSU appeals people not to communalize student leader attack incident
ITANAGAR, July 15: All Nyishi Students’ Union (ANSU) has vehemently condemned the attack on student leader Unti Umbrey at his rented apartment by a group of some unknown persons and strongly demanded the city police to arrest all culprits involved in the case and punish them under appropriate section of the law.
Any kind of differences can be sorted out sitting together through dialogue, ANSU said in a release and requested the youths of Arunachal Pradesh to refrain from taking the law into their own hands. The students union appealed to the public to extend cooperation to the authority to arrest the culprits.
Criminals should be dealt with iron hand as a crime is a crime no matter who commits it. Everyone is equal before the eyes of law. Let law takes its own course, ANSU said and appealed to the people of the state to not try to give this particular incident a communal colour.
While drawing the state government’s attention to the deteriorating law and order situation of the state capital, ANSU urged the home department to strengthen security around capital complex and also to find out some suitable mechanism to minimize the rising crime rate.

` 10 lakh looted from Yachuli Rural Bank

According to police sources, the masked miscreants armed with pistols entered into the rural bank at around 10.05 am and fired two rounds, looted the cash and fled away on a motor cycle towards Yazali side. A case No. 18/14 U/S 392/307/34 IPC R/W Sec 27 Arms Act was registered at Yazali PS in this regard.
The police headquarters sources informed that the Lower Subansiri district police solved the robbery case of Rural Bank Yachuli within eight hours of its occurrence. Most of the robbed amount was also recovered. Inspector T Minki OC cum CI (P) Ziro, SI Ige Lollen, SI T. Messar, Tana Yaha CO Yazali along with the officials and some locals of Yachuli area chased the robbers and found the motor cycle involved which was abandoned on the road side of from which they escaped into the jungle. While going through the documents of the motor cycle it was found that the motor cycle belonged to one Bamang Kaha of village Sangram, Kurung Kumey District. During search one pistol (country made) with one live round of .22 calibre in a magazine was also recovered and seized. Giving details of the robbery incident, police sources revealed that a team of Lower Subansiri District Police under the command of SP Ziro P N Khrimey immediately launched a combing operation and located the miscreants in the deep jungle in between Tago Hydel and Pei Village at 5. 30 pm. When they were challenged, the robbers did not surrender; hence finding no way police had to resort to firing. One of the accused Marge Riba (34) received leg injuries and subsequently was apprehended. Another accused person, Bamang Kaha, 20, hailing from Sangram village under Kurung Kumey District was also apprehended with a looted cash of Rs. 7,92,000 along with 3 numbers of loaded Pistol (Country made) with 10 live rounds of .7.65 calibre and 35 live round of .22 calibre. Later he was formally arrested. The injured accused Marge Riba who belongs to Pagi village under Basar circle of West Siang District was immediately evacuated to CHC Yazali for medical examination and treatment. Later he was arrested and evacuated to State Hospital Naharlagun for further medical treatment. One of the accused persons Hiba Tajuk reportedly managed to escape in the jungle.
Lower Subansiri police also informed that on 07/01/2014 robbery was committed on the same bank by three miscreants for which Yazali PS Case No. 01/14 U/S 392/34 IPC r/w Sec 27 Arms Act was registered. One of the accused people Giogi John was arrested and is still on judicial custody. Efforts are on to arrest the other two accused persons involved in the case namely Lokam Mensing and Lokam Tagio.
Police have expressed dissatisfaction over fact that despite such repeated incident no any security system is in place at AP Rural Bank Yachuli viz Alarm, CCTV or any security guard. Police also revealed that one of the absconding accused person of this instant case Hiba Tajuk was also involved in similar robbery cases at Itanagar and Nirjuli. Further police added that all the accused have criminal background.
CM appeals AAPSU to shun bandh culture

ITANAGAR, July 15: Chief Minister Nabam Tuki today appealed to All Arunachal Pradesh Students Union (AAPSU) to shun bandh culture.
While addressing media persons at Rajiv Bhawan, Tuki stated that bandh culture has badly hurt image of Arunachal and is one of the reasons for underdevelopment of state.
“Due to frequent bandh call tourism, education and industrial development has suffered a lot. We have to create peaceful atmosphere so that development can be accelerated. History tells us that nothing has been achieved by bandh calls. It only harasses the poor people. Daily wage earner and medical patients are one the worst sufferers,” stated Tuki. Further he added, “All the AAPSU members are our fellow Arunachalees and part of the family. They should not take love and affection for granted and try to dictate terms.” Reacting to the demands of AAPSU, CM claimed that it has been addressed properly through various agencies.

CM calls for ‘zero tolerance’ policy in health & Edn. sectors

Tuki appreciated the department of higher education for doing extremely well in last three years and encouraged them to continue their good work. He advised the department to formulate strict rules for admission in colleges on the basis of intake capacity by introducing cut off marks on the line of colleges all over the country. This would facilitate admission on merit without any discrimination whatsoever and help competitive spirit for qualitative education, he justified.
Five polytechnics, one each at Dirang, Laying, Pasighat, Roing and Namsai and one model Degree College at Geku will start this year, informed Director Higher Education Joram Begi. He however submitted that there is an urgent need to create few contingency posts of non teaching staffs to run these institutions smoothly. The CM assured to look into the matter. Apart from the new institutions, the Indira Gandhi Government College Tezu will have BSC course from the current year, while B Com stream shall be introduced in Government College Bomdila, Begi informed.
“Compulsory Toilet & Drinking Water facilities need to be ensured in all the schools” Tuki emphatically said while directing the department to work out on it.
He further opined that Technology enabled education would be a better solution in the State like Arunachal Pradesh plagued with communication bottleneck and geographical hurdles with lot of natural challenges.
Admitting to constitute a High Level Committee to look in to the challenges faced by the education department, CM firmly called for discouraging interference of politicians and unions in educational affairs. He further assured for provisioning teachers quarters wherever required especially in interior places.
After minutely going through the power point presentation of various wings of the education department, the CM opted for sending proposals to Government of India for availing resources to provide scholarship to children.

ROING, July 15: In an effort to improve security in Roing Township, CCTV cameras will be put in place at all important locations, crowded places, like traffic intersections, busy shopping centres.
Ten new cameras will be placed and they will be linked directly to the local police control centre, informed the local legislator Mutchu Mithi.
"We will consult with the local administration and police to find the best spots for video surveillance, which will be finalized after the posting of our new police head."
The CCTV surveillance, as informed, will not necessitate humans to monitor the camera
output for 24 hours but will have video recorded that can be used for later deliberations.
The cost of the first phase of installation of CCTV is estimated at Rs 7-
"The overall purpose of the video surveillance is to ensure that the residents feel safe and the atmosphere of peace and security is maintained," said Mutchu.
The legislator hopes that the cameras will help police during investigation.
"We are not sure of immediate effect of CCTV surveillance but atleast criminals can be identified easily and response delivered faster," said Mutchu.
According to the legislator, the video surveillance will also check public nuisances such as drunkenness, traffic violations and littering. The use of cameras will deter anti social elements from being active as they will be aware that they are being watched.
"The cameras are to be installed along with the streetlights. This will help prevent mischievous individuals from damaging the streetlights. If they try, they know someone is watching them," said Mutchu.

Changlang North MLA visits Govt offices, institutes
CHANGLANG, July 15: Changlang North MLA Tesam Pongte visited to Govt offices and schools of the Changlang headquarters and took stock of the functioning of Govt offices and institutions today.
At the beginning Pongte visited DMO’s office and interacted with the officers and staff. The local people allege that the negligence shown by the successive state governments has made their lives miserable and the people are living a medieval life without rural road connectivity and other basic civic amenities in the vast hilly area.
Koyu Anchal Somiti Member (ASM) Pagyor Koyu, in a press statement said that basic needs are still eluding the area, while the rural people are suffering a lot due to lack of office infrastructure at Koyu headquarters.
The ASM informed that absence of official in government offices is creating innumerable problems to the local people. There is an EAC office at Koyu but without an officer. There is also a PWD subdivision at Koyu, but no officer is there in the centre. The assistant engineer of the department seldom attends the office as there is no suitable office quarters.

Koyu EAC headquarters with more than 4,000 populations was established 20 years ago. But, no infrastructure for government offices has been noticed by the local people so far.

Capital Complex Superintendent of Police (SP) has assured all possible assistance and cooperation to all departments in containing those problems faced by them. Taking note of the frequent damages caused to optical fibre cables of BSNL due to construction works on the highway, the SP said that prior intimation should be given to the communication service provider before taking up any construction activity by various works departments for expansion of road, repairing of drains or digging trenches to avoid such damages causing disruption in telecommunication.
The Deputy Commissioner said that all officers, Head of Offices should feel free to discuss any issue pertaining to any department and priority will be accorded to officers approaching the DC for official works.

This is in response to 13th July article under the heading "Resentment over pathetic power supply in East Siang".
The undersign wants to clarify that the Department is trying its best to provide power supply to the denizens under Pasighat and its adjoining areas.
The power supply is mainly provided from the 33 KV line from Aalo to Pasighat. This is a lengthy and old line and also provides power to all the enroute villages. There are disruptions in this line due to nature or due to faultiness of materials due to ageing.
In such cases, the Department takes prompt action in restoring the line by mobilizing its available resources.
In case of disruption of the Aalo — Pasighat line, there is an alternate source from Jonai in Assam, where the load is restricted to 3 MW.
This allotment of 3 MW is not sufficient to provide power to all the areas under Pasighat Electrical Division, whose peak demand is 6.3 MW and non peak demand is 4.3 MW.
So the Department has to resort to load shedding to comply with the allotment of 3 MW.
The voltage drop is due to lengthy transmission line and many spur lines in between the source and destination.
All are requested to bear with the Department and give their valuable suggestions for improvement of power scenario under Pasighat Electrical Division.

Not a single day, week or a month passes by without a news report of violence, killing, accidents, bandh call, corruption, theft, robbery, molestation, rape and at height the case of communal and ethnic conflict.
The so called sympathy, love and humanity are no more part of our people’s culture. Instead hatred, conflict, selfish motive and communal feelings has overcome all such good sense. Sword and threat has replaced the culture of persuasion, request and respect. Any work can now be easily done, if it is followed by a few intimation, threat and bribes.
The feeling of communalism and self-
Particularly among the Facebook users it is more vulnerable. Social networking sites have become a source for developing communalism feeling in our state. Sentences like Yeh Nyishi wala, Galo log, Apatani log, Tirap and Changlang wala etc has become a stereotype words bearing a communal sound creating more communal feelings among the various communities.
Also on part of government administration, the law and order situation has become so weak and toothless that, even the state administrations are not able to bite a cheese like cases. Whenever, any case of communalism or ethnic related events comes up, our state government stand like a confused arbitrator with no idea and solution in hand. Communal and ethnic identity have not even left our so called neutral bodies; politicians, government officials and journalists.
Witnessing prevailing social condition of our state and article by Taba Ajum, “Struggle between new and old Arunachal” reminds me of so called “Prismatic society”, a theory propounded by Fred W Riggs.

So where does the solution lies? With no doubt, good can only happen when the youth of our state shoulder the responsibilities to preserve, protect and promote our social and moral values. Learn and teach the present society and coming society the value of respect, love, social harmony and the strength of oneness.
At least, intellectual and well educated youth like us cannot think and behave in an uncivilized way. The past are gone, the present is worst and the future is ours. Let us not give an opportunity to the other world to say, that the first ray of sun has not bestowed good upon Arunachal Pradesh. So here we go with this slogan; “Let the change begins with youth”.

The National Cadet Corps (NCC) represents one of the positive forces in shaping, especially the values of the youth in our country. It has been instrumental in moulding the character of the student community during the last five decades in the entire country. However, due to lackadaisical attitude of the people at the helm of affairs, the NCC unlike other parts of the country is rapidly losing its importance and past glory in Arunachal Pradesh.
Unlike other states of the country, the govt of Arunachal Pradesh seems least interested
in shaping the values of the youths of state through NCC as nothing has been done
till date to encourage the NCC Cadets. There is no special job reservation for NCC
